Mission & Vision

Mission Statement

The mission of the Southeast Expanded Mental Health Services Program (SEMHSP) Governing Commission is to provide high-quality and accessible mental health services to the Kenwood, Hyde Park, Woodlawn, and South Shore neighborhoods of Chicago.

About Us

The Southeast Expanded Mental Health Services Program (SEMHSP) is governed by the Community Mental Health Services Act (405 ILCS 22/1). On November 8, 2022, 93.5% of the Chicago residents of four Chicago neighborhoods (Kenwood, Hyde Park, Woodlawn, Southshore) voted to expand mental health services in their community. The result will be a community funded mental health center. The Southeast Program is the 5th Expanded Mental Health Services Program to be enacted in Chicago. These expanded programs have been established as a model for community driven and community based mental health in the third largest city in the nation.

We are the Governing Commission, which is comprised of up to 9 commissioners, 5 appointed by the Governor of Illinois and 4 appointed by the Mayor of Chicago of which 7 must reside in the service area in which we govern. More information on the Expanded Mental Health Service Program is available here.
